Governance & Structure

The Public Administration Association of Pakistan (PAAP) operates under a strong constitutional framework designed to ensure transparent governance, institutional accountability, and effective organizational management at both national and chapter levels. All functions of the Association are carried out strictly in accordance with the Constitution of PAAP.

PAAP’s governance system is based on clearly defined roles, shared decision-making, and constitutional compliance at all times. This framework enables PAAP to function as a credible, national, student-led association capable of engaging meaningfully in the fields of public administration, public policy, and governance in Pakistan.

PAAP Structure

National Governance

At the top of the executive power of PAAP is the National Cabinet. It acts in charge of a national administration, policy implementation, financial control, interdepartmental coordination, and enforcement of the Constitution.

The National Cabinet makes all its decisions on the principle of collective responsibility, and the actions implemented on the basis of the National Cabinet are binding in respect of the Constitution and other Schedules of PAAP.

Chapter Governance

PAAP maintains a decentralized but constitutionally united system through officially constituted university chapters in Pakistan.

Each Chapter is administered by a Chapter Cabinet, which forms the executive and administrative authority at the institutional level. Chapter Cabinets deal with academic activities, membership affairs, events, and coordinate with the National Cabinet.

Each Chapter Cabinet strictly acts within the provisions of the Constitution and is answerable to the national cabinet.

National General Assembly

The National General Assembly (NGA) is the highest consultation body of the Public Administration Association of Pakistan (PAAP), guiding key decisions such as the National Budget, Strategic Plans, and Constitutional Amendments. It meets quarterly and includes all members of the National Cabinet, Chapter Presidents, and Chapter Vice Presidents, with the National President as Chair and the National General Secretary as Speaker.

Decisions are made by majority vote and finalized by the National President and National General Secretary, making them binding across PAAP. The NGA focuses on strategic and constitutional matters only, promoting transparent, participatory governance and connecting student leaders nationwide to strengthen public administration and leadership development in Pakistan.
